Oxfam is looking to fill the position of Flying Humanitarian Food Security & Vulnerable Livelihoods specialist (Humanitarian Support Personnel-HSP EFSVL- Response and Resilience Team-RRT-) for the Oxfam Single Humanitarian Unit (SHU).The SHU supports countries and regions in their response to crises and supports them in emergency preparedness to become more resilient to future shocks and stresses.
The flying EFSVL specialist will join a new, dynamic, experienced, multi-sectorial team connected to global Oxfam network, and report directly to the EFSVL global Adviser. EFSVL specialists are responsible for providing strategic leadership, ensuring the quality of programme delivery, influencing and coordinating with other organisations, and disseminating good practice within Oxfam and externally.
The position aims to improve our reactivity and humanitarian capacity in case emergency, the position aims to improve the quality of implementation of field work and to strength the thematic development capacity of the Food security and Livelihood unit
The post holder will undertake a series of deployments in a variety of contexts : first phase emergency response, support DRR and contingency planning activities, team support/trainings , filling gaps, scale up of country programmes to meet the needs of evolving slow onset crises, or influencing governments on EFSVL issues, working with resilience approach .
This position is one of the flying EFSVL in a global emergency food security and livelihood team. The work may include in an immediate emergency stage, the assessment of the situation and in later stages the implementation of programming to alleviate the situation of the people affected by the emergency. The post holder can expect to spend almost all their working time on deployment (80% of time), with short periods in HQs or at their home base between deployments. As a flying humanitarian resource, the person may be called worldwide. The position will join a small and enthusiastic humanitarian team based in Barcelona working under the management of the Oxfam SHU.

Key responsibilities
Specific areas of responsibility are:
• To lead the delivery and ensure the quality of Oxfam's humanitarian EFSVL design, management, implementation, strategy
• To support countries and regions respond to category 1 and 2 humanitarian responses
• To support country teams to build their humanitarian capacity
• To lead and coordinate the representation of Oxfam in humanitarian bodies, processes and debates
• To track humanitarian information, learning and knowledge developed in responses and ensure these are actively shared internally and externally.
Your role will be to enable communities to become more resilient to future shocks by building and supporting the capacity of the organisation to respond effectively and rapidly to humanitarian emergencies throughout the world. Roles range across strategy development and coordination, establishing programming, capacity building local teams and disseminating good practice within Oxfam and externally, influencing and coordination with other stakeholders.

What are we looking for?
• Post-graduate degree in relevant discipline (ex. Economics, Social Science, Agricultural science).
• 5 years professional experience in the field with international NGO for food security and livelihood programmes, including 2 years in emergency contexts.
• Ability to deploy at short notice to areas affected by crisis and support the rapid scale up of humanitarian programmes to meet life saving needs of affected people.
• Knowledge and experience of emergency food security and livelihoods, including in assessment, analysis, and program design; technical standards and best practices; and in at least one core thematic areas including cash-transfer and market-based programming, social protection and/or resilience; agriculture and livestock; food aid; and/or nutrition; preparedness and early warning.
• Demonstrate Oxfam values and behavioural competencies.
• Management skills: demonstrate management competencies, of international and multi-cultural teams, in difficult and stressful environments
• Behavioural skills: demonstrate competencies around “listening and creating dialogue” and “working with others” as well as networking skills.
• Understanding and experience in gender dynamics, social protection.
• Experience of programming in rural and urban contexts.
• Spoken and written English, French and Spanish.

Contract: Contract for 1 year.
Annual gross salary: HAY 10 (32.829 Euros). Expenses paid or per diem during missions

Working place: Barcelona or home based position - It is estimated that 80% of the time is spent on the field.
