Reporting to Oxfam International Country Director, the Programme Quality and Fund Development (PQFD) Coordinator HAITI will:

  • manage resources

  • programme quality and implement a funding strategy to support and capacity build programme teams in securing and managing restricted funds and in designing, monitoring and evaluating programmes and projects

PROGRAMME QUALITY AND FUND DEVELOPMENT (PQFD) TEAM PURPOSE:

To raise funds for Oxfam programmes in Haiti, to ensure quality and consistency in relationships with donors and to support country programme teams to manage funds for multi sectoral programmes. To ensure programme quality is in line with Oxfam standards, accountable to beneficiaries, donors, partners and the organization.

Funding Coordination

· Develop relationships and funding possibilities with donors and partners (private, non traditional, multi lateral, Banks etc)

· Support programmes in securing restricted funds from existing and new donors, by co-ordinating and advising on development of competitive, high quality proposals, seeking multi-year funding from potential donors whenever possible.

· Ensure effective coordination with colleagues at country/regional/HQ level for strategy development, opportunity analysis, proposal submissions and donor liaison

· In conjunction with the country team, represent Oxfam to donors and other external stakeholders as appropriate

· Work closely with the Country Director and the Finance Manager to ensure greatest use of restricted funds through strategic recharging to donor contracts where possible, and to ensure budget spend is maximised.

· Update and execute a fund development strategy in line with Oxfam Haiti’s Country Strategy for the next 5 years, including management of the country funding grid.

Programme Design

· Support technical team with preparation of tools for assessments and accompany assessment teams when required

· Work closely with the Programme Director to ensure that key stakeholders are involved in the planning and design of programmes and projects to ensure a rights-based approach

· Ensure quality of programme/project design by highlighting learning and synergies from other projects to be taken into account in new design processes

· Assist programme/project teams to develop MEAL budgets and SMART indicators for proposals, milestones, monitoring frameworks and tools.

· Contribute and participate in programme strategy processes.

Contract/Grant Management

· Support the Funding Advisers and programme teams to ensure contract management of donor funds by providing strategic managerial advice on issues where necessary.

· Support team in negotiations with donors on contract management, where necessary.

· Establish a close working relationship with the Finance Department to ensure that there is synergy in the contract management and reporting.

· Provide specific advice and support to country team (with Finance Department) in donor budgeting, compliance with donor requirements, managing income, financial reporting etc.

Monitoring, Evaluation, Accountability and Learning (MEAL)

· Manage MEAL staff who provide technical support to Oxfam programme teams on implementing MEAL in all programmes, within the established Oxfam standards

· Ensure external evaluations which are programmed and budgeted are executed, and information found is used for internal lessons learnt, donor reporting and proposals.

· Ensure proper follow up of monitoring results, sharing relevant results to senior management and having overall strategic awareness of programme impacts.

· Monitoring the implementation and rollout of Common MEAL Approaches across all Oxfam programmes and revise strategy based on findings.

· Work with team to develop innovative ways to increase programme quality including technology based tools, developing effective communication strategies and accountability mechanisms for community feedback.

Capacity Building

· Work closely with programme teams to assess and strengthen their capacity in planning, securing and managing restricted funds through formal and informal training including required support to field based staff and partner organisations.

· Analyse and provide training to staff on funding policies and requirements of donors.

· Develop and provide capacity building training, tools, and support to Oxfam colleagues on CAMSA processes for development, campaigns and humanitarian programming.

Evaluation and knowledge/information management

· Support programme team to plan evaluations, reflection exercises, audits and donor visits

· Ensure key learning and information is recorded in a systematic way and is easily accessible to be used and fed back into new programme design

· Ensure that funding files, both electronic and paper, are complete and kept up-to-date

· Review and strengthen use of contract management software

People Management/Planning

· Help individuals and the team to achieve objectives through daily support and meetings.

· Supporting personal and career development of direct reports (and the team as a whole).

· Ensuring a secure, safe and healthy working environment.

Requirements

Essential

· University Education or substantial experience of working with INGO’s in: administration, finance, funding, monitoring and evaluation and/or programming

· Experience of planning, securing and managing funds from institutional donors

· In depth understanding of the political context of major donors and their policies

· Experience leading MEAL activities, knowledge of tools and accountability mechanisms

· Knowledge of Project Cycle Management with previous field experience

· Strong numeracy skills, particularly in developing budgets, financial management and reporting, able to maintain electronic and manual contract management systems.

· Good written skills with proven ability to develop and present proposals, logframes and donor reports, for both internal and external audiences.

· High level of analytical skills and critical thinking with ability to research, analyse & report

· Experience in staff management and capacity building of individuals and groups.

· Highly developed interpersonal and influencing skills with ability to represent Oxfam and work effectively with others in diverse team situations to achieve targets

· Self-motivated, target-driven and a proactive approach to work

· Ability to manage his/her time effectively.

· Fluency in written and spoken English and French

· Gender knowledge and cultural sensitivity with a strong commitment and understanding of the values and principles of Oxfam

· Comfortable in making transparent decisions and adapting them in accordance with the context and needs.

· Ability to engage with diverse stakeholders in a way that leads to increased impact for the organization.

· Building relationships within and outside the organization.

· Ready to be held accountable to holding others responsible in a consistent manner.

· Ability to use judgment, to weigh risk against the imperative to act.

· Ability to identify and lead visionary initiatives that are beneficial for our organization.

Desirable

· Experience in raising funds from Corporations and non traditional donors

· Knowledge of Oxfam internal contract management system

· Spanish and Creole an advantage

· Knowledge of the region/country

· Experience using statistical tolos for data analysis (SPSS, STATA, Epi Info, R etc.)

What we offer:

Annual Gross remuneration based on National C1 scale in USD. This position is opened to both national and international candidates

12 months contract from starting date

Medical, life and accident insurance provided

Holidays: 27 working days per year 2016

Working place: Port-au-Prince, Haiti with frequents travel to the field

Starting date: August 2016
