OXFAM’S EMERGENCY WORK

Oxfam is looking to fill the position of Humanitarian Food Security & Vulnerable Livelihoods specialist (Humanitarian Support Personnel-HSP EFSVL) for the Global Humanitarian Team (GHT).The GHT supports countries and regions in their response to crises and supports them in emergency preparedness to become more resilient to future shocks and stresses.
The successful candidate will work with Oxfam to respond quickly to the public health engineering requirements of emergency responses. The role may involve immediate deployment in the first phase of an emergency response, where the successful candidate will assess the situation and subsequently implement public health engineering solution. They will provide life saving water and sanitation measures in accordance with international standards to alleviate the plight of the people impacted by the emergency. Their support will continue thereafter until the situation has stabilized, capacity has been strengthened, and the systems and resources on the ground are more prepared for future shocks. The GHT works across Oxfam to maximize the quality and impact of Oxfam’s humanitarian program.
EFSVL TEAM
The Emergency Food Security and Vulnerable Livelihoods (EFSVL) team supports regional and country offices and our partners with technical advice on emergency food security and livelihoods preparedness and response to build resilience in both slow and rapid onset contexts. We develop and disseminate technical tools and standards to ensure programme quality and to retain Oxfam’s leadership in cash transfer programming and markets based work in emergencies. We provide technical steer to the organization to ensure that we maintain ourselves as a leader in our core programme areas.
HUMANITARIAN SUPPORT PERSONNEL (HSP)
HSPs are a core part of Global Humanitarian Team (GHT). Your role will be to enable communities to become more resilient to future shocks by building and supporting the capacity of the organization to respond effectively and rapidly to humanitarian emergencies throughout the world.
As an HSP you will be one in a dynamic, experienced, multi-sector team of first-class specialists. The team spans a variety of technical humanitarian fields including food security, WASH, Protection, Gender, and all monitoring and support roles. EFSVL HSPs are deployed to a variety of roles in regional and country programs from a month to up to approximately 6 months.
This position is one of nine EFSVL HSPs providing technical support to country and regional teams on all aspects of their EFSVL programming and strategies.
Key Responsibilities:
- Carry out EFSVL assessments and identify actions to provide efficient and rapid humanitarian response.
- Select, design and implement the EFSVL strategy in consultation with the beneficiaries and others actors of the team.
- To lead the delivery and ensure the quality of Oxfam's humanitarian EFSVL design, management, implementation, strategy
- To enable communities to become more resilient to future shocks
- Formulate capacity building plans for teams and individuals that the post holder manages in country.
- Represent Oxfam to other NGOs, agencies and government authorities.
- Analyze assessment and community feedback to formulate more appropriate solutions.
- To track humanitarian information, learning and knowledge developed in responses and ensure these are actively shared internally and externally.
What are we looking for?
Minimum requirements all HSPs are expected to meet:
- Ability to deploy at short notice to areas affected by crisis and support the rapid scale up of humanitarian programs.
- Demonstrate Oxfam values and behavioral competencies.
- Management’s skills, particularly with multi-cultural teams and during difficult/stressful situations.
Essential Criteria:
- Post-graduate degree in relevant discipline (ex. Economics, Social Science, Agricultural science).
- Fluent in French. Good written and verbal English. The ability to speak at least one other language is highly desirable.
- 5 years professional experience in the field with international NGO for food security and livelihood programs, including 2 years in emergency contexts
- Ability to write strategies, program proposals and concise reports. Often at short notice.
- Knowledge and experience of emergency food security and livelihoods, including in assessment, analysis, and program design; technical standards and best practices; and in at least one core thematic areas including cash-transfer and market-based programming, social protection and/or resilience; agriculture and livestock; food aid; and/or nutrition; preparedness and early warning.
- Ability to build the capacity of field teams is essential.

What can we offer you?
Contract: Contract for 1 year. Spanish labor contract
Annual gross salary: HAY 10 (32.829 Euros). Expenses paid or per diem during missions

Working place: Home based position with some short periods in HQs - It is estimated that 90% of the time is spent on deployment.
Incorporation: As soon as possible.
